SB 978: Omnibus Gun Restrictions

WHAT THIS BILL DOES:
This bill was passed out of the Senate Judiciary Committee on a 4-3 vote. It was "gut and stuffed" by the -5 Amendment, which is now the bill. It has 8 distinct sections:

Allows a minimum age, as low as 18, for firearms and ammo purchases and transfers.
Creates regulations regarding storage, loss or theft reporting and access to minors.
Makes undectable and untraceable firearms illegal.
Further regulates posession and transfer of firearms and parts.
Requires hospitals to report firearm injuries to the Oregon Health Authority.
Increases Concealed Handgun License fees from $50 to $65.
Allows municipalities, districts, public and private schools, hospitals, and airports to regulate concealed carry restrictions.
Creates a firearms transfer exception for museums.


WHAT THIS BILL DOES NOT DO:
Create magazine capacity restrictions.
Limit the number of rounds of ammo that a civilian may purchase.

The current engrossed form of the bill has not yet been published. The next step for this bill is have a vote on the Senate floor. Currently, most Senate Republicans are not showing up for floor sessions so as to deny a quorum.
